Distribution needs to be targeted towards those individuals who come across the greatest amount of people as well as whose relevance is most pertinent regarding resuming normal activities in the quickest way possible. The reduction of rates will be reflected rapidly upon vaccinations within the first two weeks.  These factors withstanding, the availability of site locations for provision of said services should be made to accommodate the general public in the region specified. Starting with those who should be on the pre-liminary list.
Assuming that the nation and state implements a time dependent distribution rather than open access.

First Responders (most exposed to general population)

Teachers and all Educational School System professionals 
Universities 
Adults with two or more high-risk conditions 

Phase 3
Fast food restaurant employees 
Public Transportation employees 
Retail employees
Bank employees 
Critical infrastructure workers
All ages with moderate-risk conditions
Grocery store employees
Healthy people 

Phase 4
Young adults
Workers with higher risk of exposure 

Phase 5
All others not already vaccinated
