Outlining VDMP Stages Regarding the Organized Allocation of Vaccines Across the US 

Preliminary Stage
Establish vaccination campaigns 
Approval of vaccine through designated authorities on a pre-announced date
Organized distribution to pre-selected nationwide locations, emphasis ease of access to the general population 
Prepare nationwide plan to allocate vaccines to designated locations
Identify regions with declining fatality numbers and susceptible populations 
Prepare documentation for distribution and administration of vaccines
Prepare data documentation for borderlines of each state to quantify a decline in cases
Identify test results for those who have been previously Covid-19 tested in the region 
Identify positive Covid-19 test result cases 
Identify percentage required to implement herd immunity in specified region if feasible 
Identify grid markers across the region to create areas of immunity 

Phase 1 
Authorize priority of pre-designated groups to distribute the first group of vaccines 
Pre-designated groups vary by region, and are considered most effective regarding 
efficacy, reducing virus spread, and declining fatalities.
Estimate number of required initial vaccine supply to meet regional requirements.
Next stage of distribution would involve limited number of providers (public and private) optional, regarding administering the vaccine. Based on geographical approximation to the largest amount of individuals in the region.


Phase 2 

Increase access to vaccines across the region to include a broader set of the population with more providers involved (pre-screened and prepared). 


Phase 3  

Distribution would be integrated into pre-existing routine vaccination programs utilizing local facilities. 

Each state will outline its capacities for distributing COVID-19 vaccines across a broad set of 15 critical areas: public health preparedness planning; organizational structure; plans for a phased approach; *identifying and reaching critical populations to be prioritized for vaccine access; *identifying and recruiting providers to administer the vaccine; vaccine administration capacity; allocating, distributing, and managing its inventory of vaccines; *storage and handling; collecting, tracking, and *reporting key measures of progress; second dose reminders; immunization information system requirements; developing a comprehensive communications plan around vaccination; regulatory considerations; safety monitoring; and program monitoring. 

There will likely be sufficient supply to meet demand depending on regional estimates.
